Borelli hired someone to check the envelope signatures against the signatures on the election registration forms. This is different than Shiva's, who checked the signatures against property documents and stuff like that public docs. Borelli says there was trouble acquiring the registration signatures and that's why it came out so late with only 5% of the envelopes.
Pulitzer posted the vid and pdf and from his description I'm pretty sure Dr. Shiva was the auditor. I suspect Pulitzer's allegations about Borelli dragging it out until it was too late to do anything, and came when it helped him campaign, are accurate. But he's wrong that it doesn't verify Shiva's previous studies. He must be thinking of the CyberNinjas analysis (below), he seems unaware that Shiva followed up. All of these guys are terrible at evaluating each other's work. They're probably too busy doing their own.

Some states seem to have had a break-the-glass feature when the algorithm fell behind the Trump votes, some didn't. Edison is where NYT reports vote totals from, it zeroed out in every state on the night of Nov 3 2020.
